Key Priorities of the Malaysian Ministry of Defence


The Malaysian Ministry of Defence (MINDEF) has outlined its key priorities and strategic direction for strengthening the nation’s defence posture from 2026 to 2030. This plan focuses on regional security in the South China Sea and the development of a resilient domestic defence industry.


Delivered live from Dewan Perkasa, Wisma Perwira of the Malaysian Armed Forces, the address highlights MINDEF’s commitment to enhancing national security. It also emphasizes the cultivation of local defence capabilities and the improvement of welfare programmes for military personnel and veterans.


Addressing Security Challenges


During the presentation, MINDEF emphasized the importance of addressing security challenges in the South China Sea. The ministry advocates for measured diplomacy while advancing the National Defence Industry Policy. This policy aims to reduce dependency on foreign sources for defence needs.


Defence Budget Allocation


Under the 2026 Defence Budget, a total of RM21.74 billion has been allocated. This marks a 2.92% increase from the previous year. Notably, RM6 billion is dedicated to the acquisition of new defence assets. The ministry indicated that modern systems—including fighter aircraft, unmanned aerial vehicles (UAVs), patrol vessels, and air defence platforms—are expected to be received throughout the year.


Whole-of-Government Approach


The address also highlighted the adoption of a whole-of-government and whole-of-society defence approach. This is supported by initiatives such as the WAGOS Pilot Model in Pulau Banggi, Sabah. This model integrates security planning with community development, fostering a collaborative environment for national security.


Welfare Initiatives for Service Members


Welfare initiatives for service members were also announced. The ministry allocated RM426.4 million for family housing and RM50 million for maintenance projects. Additionally, expanded economic programmes and Work-Based Learning opportunities will recognize the skills of Armed Forces personnel. These initiatives aim to enhance the quality of life for service members and their families.


Support for Veterans


In support of veterans, the ministry highlighted a RM303.3 million allocation for veteran welfare. This includes capacity building and socio-economic initiatives. Strategic collaborations are also being pursued to enhance training and employment opportunities for veterans, ensuring they are well-supported after their service.


National Defence Strategic Plan


The launch of the National Defence Strategic Plan 2026–2030 and the accompanying Defence Capability Roadmap underscores the ministry’s efforts. These initiatives aim to ensure a responsive and future-oriented defence transformation, aligned with national policy frameworks. The roadmap will guide the development of capabilities necessary to meet emerging threats.

Speaking on the role of defence service, the Minister reaffirmed that service in the Malaysian Armed Forces and public defence institutions calls for deep commitment, patriotism, and sacrifice. These attributes are central to safeguarding the nation and ensuring its security.
